Equitable renewable energy, secured through law.

Nigeria remains heavily dependent on fossil fuel resources but is also seeking to diversify its energy mix and expand electricity access in the context of weak infrastructure, limited grid capacity, and ongoing utility constraints. Recent constitutional and regulatory changes, including the 2023 constitutional amendment ending the federal monopoly on electricity, have created important opportunities for electricity law reform at both the federal and state levels. LETA is well placed to support legal and regulatory reform efforts that create a more enabling framework for renewable energy development.

South Africa is a large fossil fuel economy, with a financially distressed national utility, Eskom, and historic electricity supply shortages. In response, the country is undergoing major legal and regulatory change, including electricity sector unbundling, market reform, and changes to transmission planning and procurement. LETA is engaging, through targeted submissions, on the design of South Africa’s market rules, transmission planning and procurement regulations, and power procurement regime.

Kenya has high renewable energy potential, particularly in geothermal, wind, and solar resources, but continues to face governance challenges in electricity procurement, financing, and transmission and distribution infrastructure. At the same time, ongoing legal and policy choices around coal and nuclear raise important questions about long-term electricity planning and equitable pathways for renewable energy deployment. LETA is supporting efforts to strengthen governance, improve electricity planning and procurement, and advance legal and regulatory frameworks that enable high renewable energy deployment.
